FennelResourceGovernor

This web page contains a description of an initial, planned implementation of an execution stream resource governor for Fennel. Our initial focus is to put in place a minimal framework for resource allocation that we can extend in the future. The document outlines the general approach, describes the primary new classes and interfaces, and details the impact on the existing code base, including the unit test framework.
